Right to information act is empowering people , every newspaper is going hysterical singing about it, Anna is ecstatic , Arvind is doing dandiya and the ram rajya is already here.
But wait a second ,how do you know that the officer responsible for finding and compiling the requested information is being honest ? and all the information you are being given is 100% true ?
The fact is you don't know, you only get what all paperwork they file in the office , I did little research and this is what I found out.
Department of family welfare and family planning, they procure and distribute pills, condoms etc and there is target for them to be achieved each quarter.Now when no-one is using sarkari condom and saheli pills what should they do ? because they have to show the distribution and coverage.
Simple solution - dig up the trenches , get rid of the inventory , make up the books and the work is done.Anyone filing the RTI will get the right data, the condoms are being used, the pills are being taken all is well , family planing department has met the target and books are all in place and well cooked.
Education department, There are teachers who don't show up in schools at all, some of them hire fresh graduates to teach the students in their place, all is well, the attendance is proper, classes are going on in theory.
Health department, There are doctors who only go once a week and leave a pre-signed leave application with the officer in charge. So when a surprise check is carried out all the docs absent are properly on leave officially.
Talking about RTI ? All is well , for, all the books are well maintained.
Newspapers are going viral with success, Anna is attaining nirvana, Arvind is gonna be chief minister (He became chief minister later).
Raam rajya is here already . Everyday is Holi and night is Diwali.
