It was a fine opportunity which we get during the summer of 2014 while working in the deep tribal belt of Central India. It was the time when MNREGA observed large budgetary cut and fund allocation was reduced to half in comparison with the previous year allocation. The impact of budgetary cut was widespread in the villages as the result was seen as payment delay and no opening of new work. The people were well aware of the budgetary cuts as it was directly impacting their day to day earning and flow of money to the Panchyat reduces drastically. The anger and frustration was seen everywhere from the Government officials to the Panchyat representative, local netas, local businessman and the common people.
It was the time when i came with a new idea that now we need to restructure our fight. The concept of Sosan and Sosit needs to be redefined and we must come with new concept in which there will be only two lobby. The rural India with billions of population and the urban India with handful of people and we should educate our cadre in the same way. We should restructure our fight, should make new friends, new plan and be ready to fight for a cumulative goal, for the monetary decentralization at the lowest level of the democracy. We, for the time being, should stop our fight at the lowest block level and should mobilize the people, even our enemy to fight against the rural urban divide and the budgetary discrimination of the rural population.
The plan was to find new friend among the local business community as they were also the victim of the budgetary cut for rural India. It was fresh in their mind that due to lack of MNREGA work they have to face losses and the flow of money in the rural economy totally collapsed. So my idea was to mobilize these peoples, and when they will come together we will have lots resources and we will reach our goal very soon.
The same idea comes in my mind when i come to know about the new ODD-EVEN rule of the Delhi Government. The car people will be forced to use the public transport system so their energy and resources should be used to get more private and public investment in the urban transport sector.
So, in the larger context we should reach to the PDS delear, Anganwadi karyakartas, Education and health worker, Panchyati raj representative and educate them about the policies of the Government and how it impact their day to day life. The restructuring of our fight will soon force the Government to change the policies in favor of the rural people. This will also stop centralization of the funds in the hand of Muthi bhar people.
